MuleSoft alternative: FlowRunner vs MuleSoft

FlowRunner vs MuleSoft: FlowRunner runs business workflows, approvals, and AI agents at published prices from $0, and its flows call the APIs you keep in MuleSoft.

2026-11-02 Updated November 3, 2026 11 min

Use FlowRunner when

  • The work is a business workflow: an approval, an onboarding, a request that needs a person's answer.
  • Operations and business teams should build and change the flows on a canvas, without a Mule developer.
  • You want a published price: Free, then plans from $5 a month, with audit trails and RBAC at $299.
  • AI agents should run inside the workflow on your own model keys and ask a person when they need to.
  • You're keeping MuleSoft for your APIs and want flows that call them.

Use MuleSoft when

  • You need an API gateway with policies in front of your APIs, and Anypoint Exchange to publish them.
  • Integrations must run on your own infrastructure with Runtime Fabric, or in MuleSoft Government Cloud.
  • Your developers build Mule applications in DataWeave and XML today, and the work is system-to-system integration.
  • You govern agents from several vendors, Agentforce included, in one registry with Agent Fabric.

TL;DR

  • Start with what the two share: connecting systems, moving data between them on a trigger or a schedule, reshaping it on the way, and handling the errors. FlowRunner does that on a canvas the business team can read and change, and adds approvals that reach people in their own channels and AI agents that run inside the flow.
  • FlowRunner is the workflow and agent orchestration layer: the approval, the onboarding, the request that needs a person’s answer, the agent that drafts and asks before it acts. It has a permanent Free plan, paid plans from $5 a month, and audit trails and RBAC at $299.
  • MuleSoft is stronger at API management, hybrid deployment with Runtime Fabric, and Government Cloud. It’s sold as an annual commitment of Mule Credits, with packages from $2,000 a month.
  • You don’t have to choose one. Keep MuleSoft for your APIs and move the business workflows to FlowRunner, where the flows call those APIs.

Who this comparison is for

There are two common readers.

The first works at a company that already runs MuleSoft. The APIs and the system-to-system integrations live there, and so, over time, have a lot of business workflows: the purchase approval, the new-hire setup, the escalation when a support ticket sits too long. Every change to one of those is a change to a Mule application, so it waits in the integration team’s queue. You want the people who own the process to own the workflow.

The second is evaluating MuleSoft because the company needs workflows with approvals and AI, and is wondering whether that needs an enterprise integration platform with an annual commitment.

This page is about that workflow layer: the flows with people and AI agents in them.

What FlowRunner is good at

FlowRunner is Orchestration as a Service: a visual platform where flows connect your apps, AI agents run as blocks inside those flows, and a person is brought in at the decisions that need judgment.

FlowRunner is strong on:

  • Flows business teams can change. You build on a canvas from blocks: triggers, actions, conditions, loops, waits, AI agents. The operations lead who owns the process can read the flow and change it without a developer.
  • Human-in-the-loop on every plan. A flow reaches a person on email, Slack, WhatsApp, phone, or a Form, waits for the answer, and carries on. A run can wait up to 30 days on Free, Starter, and Growth, and up to a year on Professional and above. An AI agent can call that review flow as a tool when it decides a person should weigh in, and it suspends until they answer. That’s human-in-the-loop the agent chooses at runtime.
  • AI agents inside the workflow. The AI Agent block uses actions, your own flows, MCP tools, and knowledge bases as its tools, on your own model keys (BYOK) with no markup and no AI meter.
  • Business-app coverage. 2,100+ integrations and 56,000+ callable actions (as of September 2026), including Salesforce, ServiceNow, Workday, NetSuite, SAP S/4HANA, and databases such as SQL Server and Snowflake.
  • Working next to MuleSoft. The HTTP Request block calls any Mule API, with a retry policy for errors and rate limits. FlowRunner’s MuleSoft Anypoint integration searches Exchange, manages CloudHub applications, and reads their logs. A Mule app can start a FlowRunner flow through the Call Flow API.
  • Published prices and unlimited users. Free, then $5, $15, $45, and up, with audit trails and RBAC on Professional at $299 and SSO/SAML and SLA tracking on Business at $999. Every plan includes every integration and unlimited users.

What MuleSoft is good at

MuleSoft’s Anypoint Platform is Salesforce’s platform for enterprise integration and APIs. Developers build Mule applications in Anypoint Code Builder or Anypoint Studio. Each application is a Maven project, its flows are XML configuration, and data is transformed in DataWeave. The applications run on MuleSoft’s cloud (CloudHub) or on your own infrastructure with Runtime Fabric.

Around that runtime, MuleSoft sells API management (a gateway for API and AI calls, with policies and guardrails), Anypoint Exchange as the catalog where teams publish and reuse APIs and assets, and Agent Fabric, which registers, connects, and governs agents built elsewhere, Salesforce Agentforce included, alongside APIs and MCP servers. The MuleSoft Composer product page now redirects to “MuleSoft for Flow: Integration,” a low-code product MuleSoft positions for admins and business teams.

Where FlowRunner is stronger

  • The people who own the process can change it. A Mule flow is XML in a Maven project, built in a developer’s IDE and deployed as an application. A FlowRunner flow is built and changed on a canvas, so a new approval rule or an extra notification is an edit, not a ticket for the integration team.
  • Human-in-the-loop in the workflow itself. MuleSoft’s documented human-in-the-loop sits in Agent Fabric, where the Agent Broker requests approvals for the agents it orchestrates. Composer’s docs describe triggers, actions, If/Else, and error handling, with no approval step documented. In FlowRunner any flow can stop, reach a person on email, Slack, WhatsApp, phone, or a Form with the context they need, and wait up to a year on Professional and above.
  • Agents you build, not only agents you govern. Agent Fabric discovers, connects, and governs agents built elsewhere. In FlowRunner the agent is a block in the flow: you give it a goal and tools (actions, flows, MCP tools, knowledge bases), it runs on your own model keys, and it can call a person when it needs one.
  • A price you can see and start on today. MuleSoft packages start at $2,000 a month, billed annually. The Pre-Commit model has a $50K minimum annual commitment, and per-credit dollar rates aren’t published. FlowRunner has a permanent Free plan and paid plans from $5 a month, with audit trails and RBAC at $299 and SSO at $999. One execution is one whole run, however many steps it has.
  • Business-app breadth. MuleSoft’s connectors page describes “hundreds of prebuilt, certified connectors.” FlowRunner lists 2,100+ integrations with about 26 actions each, and every action can be a step in a flow or a tool for an agent.
  • Unlimited users. Everyone who builds, reviews, or approves can have an account on every FlowRunner plan.

Where MuleSoft is stronger

  • API management and governance. MuleSoft puts a gateway with policies and guardrails in front of your APIs and AI calls, and Anypoint Exchange gives teams one catalog to publish and reuse them. FlowRunner doesn’t do API management, and the two fit together: FlowRunner flows call the APIs MuleSoft manages. The gateway comes in an annual Mule Credits package from $2,000 a month, sized for an IT-run integration program, which is a different purchase from a team that needs an approval flow running this week.
  • Hybrid and government deployment. Runtime Fabric runs Mule applications on AWS, Azure, GCP, or your own data center, and MuleSoft Government Cloud adds FedRAMP. MuleSoft’s trust center lists ISO 27001, SOC 2, PCI DSS, and HIPAA, and Salesforce lists a HITRUST certificate. That breadth matters most for integrations that must live inside your network. For business workflows in the cloud, FlowRunner signs a BAA on Business ($999) and up, and offers a self-hosted option on Enterprise.
  • Heavy system-to-system integration in code. DataWeave, batch jobs, and Mule’s routers and scopes give developers fine control over system-to-system integration in code. That work stays a developer’s job in MuleSoft, and it can stay there.

Starting free

MuleSoft has no free plan. Its 30-day trial includes the full portfolio, and after it, packages start at $2,000 a month, billed annually.

FlowRunner’s Free plan is permanent and needs no card: 100 executions a month (one execution is one whole run), every integration, AI agents on your own keys, human-in-the-loop, unlimited users and workflows, one concurrent run, and 24 hours of log history. Every new account also starts with 14 days of Professional, so you can try audit trails, RBAC, and year-long waits on a real workflow before you pick a plan. Paid plans start at $5 a month.

Decision framework

Pick FlowRunner if:

  • The work is a business workflow with people in it: approvals, onboarding, escalations, requests that wait days for an answer.
  • The team that owns the process should build and change the flow, not file a ticket for it.
  • You want AI agents inside your workflows, on your own model keys, that ask a person before they act.
  • You want to start free and see the price of every plan, with audit trails and RBAC at $299.
  • You run MuleSoft for APIs and want the business workflows on top of them to move faster.

Pick MuleSoft if:

  • You need API management: a gateway with policies in front of your APIs and an Exchange catalog to publish them.
  • Your integrations must run on your own infrastructure with Runtime Fabric, or in Government Cloud.
  • The work is high-volume system-to-system integration that your developers build in Mule and DataWeave.
  • You’re governing agents from several vendors, Agentforce included, in one registry.

Ready to move?

You probably don’t need to leave MuleSoft to do this. Keep it for your APIs and move the business workflows, one Mule flow at a time, with FlowRunner Prompt to Flow reading the flow’s XML or your description of it. The steps are in How to move from MuleSoft to FlowRunner. If you’d like to talk it through first, contact us.

Frequently asked questions

Is FlowRunner a MuleSoft replacement?

For business workflows, approvals, and AI agents, yes: FlowRunner builds and runs them on a canvas, with 2,100+ integrations, human-in-the-loop, and agents on every plan. For API management it isn't. FlowRunner has no API gateway and no asset catalog like Anypoint Exchange. You can keep MuleSoft for your APIs and move the business workflows to FlowRunner, where flows call those APIs.

How much does MuleSoft cost?

As of November 2026, MuleSoft packages start at $2,000 a month, billed annually, and usage is measured in Mule Credits, with each type of usage at its own credit rate. The Pre-Commit buying model has a $50K minimum annual commitment, and per-credit dollar rates aren't published. There's no free plan, only a 30-day trial. FlowRunner has a permanent Free plan with 100 executions a month, paid plans from $5 a month, audit trails and RBAC on Professional at $299, and SSO on Business at $999, all with unlimited users.

Can FlowRunner call my MuleSoft APIs?

Yes. A flow calls any Mule API with the HTTP Request block, which has a retry policy for errors and rate limits. FlowRunner also has a MuleSoft Anypoint integration that searches Exchange, lists environments, manages CloudHub applications, reads their logs, and inspects managed APIs. If you expose an API as an MCP server with MuleSoft's MCP Bridge, you can register that server in FlowRunner and its AI agents use it as tools.

Does MuleSoft have human-in-the-loop approvals?

MuleSoft's documented human-in-the-loop is in Agent Fabric: the Agent Broker requests human approvals for the agents it orchestrates when they're required. Composer's docs describe triggers, actions, If/Else, and error handling, with no approval step documented. FlowRunner's human-in-the-loop is on every plan: a flow reaches a person on email, Slack, WhatsApp, phone, or a Form and waits for the answer, up to 30 days on Free, Starter, and Growth and up to a year on Professional and above. An AI agent can also call that review flow as a tool.

How does compliance compare?

MuleSoft's trust center lists ISO 27001, SOC 2, PCI DSS, and HIPAA, the Salesforce compliance portal lists a HITRUST certificate, and FedRAMP is available through MuleSoft Government Cloud. FlowRunner signs a BAA on the Business plan ($999) and up, where HIPAA setup is available. Audit trails and RBAC start on Professional at $299 a month.

Can I move Mule flows to FlowRunner?

Yes, one flow at a time. Copy the flow's XML from the Mule project (with secure properties and credentials removed), or describe the flow, and FlowRunner Prompt to Flow builds the equivalent flow in your workspace from your AI tool. See How to move from MuleSoft to FlowRunner.

Editorial policy

I like that aspect of the human in the loop when it's needed. That's ultimately what we need to get to.
