Copilot Studio alternative: FlowRunner vs Copilot Studio

FlowRunner runs AI agents on your own keys, bills one execution per run, and asks people by email, Slack, WhatsApp, phone, or a Form. How it compares to Copilot Studio.

2026-11-02 Updated November 3, 2026 10 min

Use FlowRunner when

  • Your agent needs an answer from a person by Slack, WhatsApp, phone, or a Form, or from someone outside your Microsoft tenant.
  • You want to run agents on your own model keys, with any supported provider and no markup.
  • You want one meter, runs, instead of forecasting credits for answers, actions, flow steps, and tokens.
  • The agent works mostly with non-Microsoft apps, or a mix of both.
  • You need a HIPAA BAA, audit trails, RBAC, and SSO/SAML on one plan at a published price (Business, $999 a month).

Use Copilot Studio when

  • Everyone who uses the agent has a Microsoft 365 Copilot license and talks to it in Teams or Microsoft 365 Copilot.
  • Your agents must run in FedRAMP High, DoD IL4, or GCC environments.
  • The agent answers from SharePoint and the tenant graph under the permissions your tenant already has.

TL;DR

  • FlowRunner and Copilot Studio both build AI agents that follow instructions, use tools, and act on your apps. FlowRunner puts the agent inside a flow that can stop and ask a person by email, Slack, WhatsApp, phone, or a Form, on every plan, and it bills one execution per run.
  • FlowRunner runs agents on your own keys, with any supported provider and no markup. Copilot Studio meters agents in Copilot Credits at $200 for 25,000 a month, with separate rates for answers, actions, flow steps, grounding, and reasoning tokens.
  • FlowRunner has a permanent Free plan and a 14-day Professional trial that accept any real email address. Copilot Studio’s trial needs a work or school account and can’t publish an agent.
  • Copilot Studio is stronger inside Microsoft 365: agents in Teams and Microsoft 365 Copilot, no credit charge for licensed employees using them, answers grounded in the tenant, and Microsoft’s government-cloud compliance.

Who this comparison is for

You’re building AI agents that do real work. They read a request, look something up, update a record, and sometimes check with a person before they act. Copilot Studio is on your list because your company runs Microsoft 365, or because someone already built a first agent in it. Now you want to know what it costs once agents run on their own, who an agent can reach when it needs a human, and whether you can use the model you already pay for.

Start with what the two share. Both let you give an agent instructions, attach tools, connect it to business apps and MCP servers, and run fixed steps around it. FlowRunner does all of that. It also builds the layer around the agent. In FlowRunner the flow is the unit of work and the agent is a block inside it. The agent can call other flows as tools, including one that pauses the run until a person answers in their own channel. Read the sections below side by side and the shape is plain.

What FlowRunner is good at

FlowRunner’s tagline is “Agents That Ask.” An AI agent in FlowRunner can call your own flows as tools. When one of those flows needs a person, it sends the question by email, Slack, WhatsApp, phone, or a Form, and holds at an External Callback until the answer arrives. The agent waits without polling, then carries on with the answer and the full context it had. That’s human-in-the-loop as something the agent chooses at runtime, not an approval step fixed in place at design time.

FlowRunner is strong on:

  • Approvals where people already are. Email, Slack, WhatsApp, phone, or a Form with a public link that needs no sign-in, so the person answering doesn’t need an account in your tenant. On every plan, including Free.
  • Long waits. A run can wait up to 30 days on Free, Starter, and Growth, and up to a year on Professional and above.
  • Your keys, any provider. With BYOK you pick a model from Anthropic, OpenAI, Google, or another supported provider, add your own key, and pay the provider directly at your rate. FlowRunner adds no markup and has no AI meter.
  • One meter. An execution is one complete run, however many steps it has, however many tools the agent calls, and however long it waits. Free is 100 executions a month. Starter is $5 for 300 or $15 for 3,000. Growth starts at $45 for 12,000, which works out to $0.00375 a run.
  • The whole catalog on every plan. 2,100+ integrations and 56,000+ callable actions (as of September 2026), each usable as a flow step or an agent tool. That includes Microsoft Teams, Outlook, SharePoint, and Dynamics 365. Agents also use tools from any MCP server you register.
  • Unlimited users and workflows on every plan.
  • Compliance at published prices. Audit trails and RBAC on Professional at $299 a month. A HIPAA Business Associate Agreement, SSO/SAML, and SLA tracking on Business at $999 a month.

What Copilot Studio is good at

Copilot Studio is Microsoft’s agent builder. Its edges come from where it sits:

  • Distribution inside Microsoft 365. Agents publish to Teams, Microsoft 365 Copilot, websites, and other channels. For employees with a Microsoft 365 Copilot license ($30 per user per month on an annual plan), employee-facing use carries no Copilot Credit charge.
  • Answers grounded in Microsoft 365 content. Agents can answer from SharePoint, OneDrive, and the tenant’s Microsoft Graph through tenant graph grounding, under the sign-in and permissions employees already have.
  • Microsoft’s compliance estate. Copilot Studio is covered by Microsoft’s HIPAA BAA and is SOC audited. It is in FedRAMP High and DoD IL2 scope in Azure public cloud, IL4 in Azure Government, and GCC environments are available.
  • Power Platform governance. Power Platform data policies decide what agents can reach, MCP servers included, and agents move between environments inside solutions.

Where FlowRunner is stronger

  • Billing you can forecast. Copilot Studio charges Copilot Credits at a different rate for each kind of event: 1 credit for a classic answer, 2 for a generative answer, 5 for an agent action, 10 for tenant graph grounding, 13 per 100 agent flow actions, and 10 per 1,000 tokens on reasoning models. At the pack price of $200 for 25,000, a credit works out to $0.008, so one agent action is $0.04 and 1,000 reasoning tokens are $0.08 before any commit discount (our arithmetic from Microsoft’s published rates). Credits are pooled across the tenant, and at 125% of prepaid capacity agents are blocked. FlowRunner counts runs. A run is one execution whether the agent makes one tool call or twenty, and your model tokens go on your provider’s bill at the rate you negotiated.
  • Any model, with no markup. Copilot Studio bills model use in credits, and a model you bring through Azure Foundry is billed separately on Azure. In FlowRunner every agent runs on your own key, with Anthropic, OpenAI, Google, or another supported provider, and FlowRunner takes nothing on top. If your security team already approved a provider and its data terms, that’s the provider your agents use.
  • Approvals in more channels, for people outside your tenant. Copilot Studio’s Human in the loop connector has two actions, Request for information and Run a multistage approval, and both are in preview. Assignees are named by email address, UPN, or Entra ID user id, the request arrives in Outlook as an actionable email, and guest users have to open the Power Automate portal to answer. FlowRunner asks by email, Slack, WhatsApp, phone, or a Form, to anyone, on every plan. The agent calls the approval flow as a tool, and on Professional and above the run can wait up to a year for the answer.
  • No Microsoft tenant needed. FlowRunner signup takes any real email address, including personal domains, and the Free plan runs flows in production with no card. Copilot Studio’s trial requires a work or school account, and you can’t publish an agent on it.
  • Every connector on every plan. Copilot Studio uses Power Platform connectors. Premium connectors need the standalone subscription, and the Teams plan has no Power Platform connectors and no generative orchestration. FlowRunner’s catalog is the same on Free as on Enterprise.
  • Automations that run on their own, at the same price. In Copilot Studio, agent flows are free for licensed users only when an agent starts them through the “When an agent calls the flow” trigger, and autonomous runs are billed. In FlowRunner a flow started by a schedule, an app event, a webhook, or an API call costs the same one execution as a flow an agent calls.

Where Copilot Studio is stronger

  • Agents where employees already work, with no credit charge for licensed users. If everyone who talks to the agent has a Microsoft 365 Copilot license and uses it in Teams or Microsoft 365 Copilot, that employee-facing use draws no credits. The path is narrow. It covers licensed employees only, the license is $30 per user per month, and autonomous runs, customer-facing agents, and agent flows started any other way draw Copilot Credits.
  • Government-cloud compliance. FedRAMP High, DoD IL2 and IL4, and GCC. If your agents have to run in a US government cloud, that decides it. If the requirement is HIPAA with a BAA plus audit trails and access control, FlowRunner Business has all of it at a published $999 a month, without tying your agents to a Microsoft tenant.
  • Answers from across the tenant. Tenant graph grounding lets an agent answer from Microsoft 365 content under the permissions your tenant already enforces, at 10 credits per grounding. When the answers live in a known set of documents, a FlowRunner Knowledge Base holds them, and the SharePoint and OneDrive integrations can feed it.

Starting free

FlowRunner Free is a permanent plan at $0: 100 executions a month, every integration, AI agents on your own keys, human-in-the-loop, unlimited users and workflows, one concurrent run, and 24 hours of log history. Every new account starts with 14 days of Professional, with no card. When the trial ends, the workspace moves to Free and its flows keep running. Any real email address works.

Copilot Studio has a trial, not a free plan. Individual sign-up needs a work or school account. The trial can be extended by 30 days, and agents keep working for up to 90 days after it ends, but you can’t publish an agent on it. Production use starts with a credit pack at $200 a month for 25,000 credits, pay-as-you-go billing through Azure, or Microsoft 365 Copilot licenses for employee-facing agents.

Decision framework

Pick FlowRunner if:

  • Your agents need an answer by Slack, WhatsApp, phone, or a Form, or from someone outside your Microsoft tenant, and that person may take days.
  • You want to run agents on your own model keys, with any supported provider, and see model cost on your provider’s bill.
  • You want one meter, runs, instead of forecasting credits across answers, actions, flow steps, grounding, and tokens.
  • The agent’s work is mostly in non-Microsoft apps, or a mix of Microsoft and everything else.
  • You need a HIPAA BAA, audit trails, RBAC, and SSO/SAML on one plan at a published price: Business, $999 a month.

Pick Copilot Studio if:

  • Everyone who uses the agent has a Microsoft 365 Copilot license and talks to it in Teams or Microsoft 365 Copilot.
  • Your agents must run in FedRAMP High, DoD IL4, or GCC environments.
  • The agent’s answers come from across SharePoint and the tenant graph, under the permissions you already manage.
  • Your company governs every automation through Power Platform environments and data policies.

Frequently asked questions

Is Copilot Studio free?

No. Copilot Studio has a trial, not a free plan. The trial needs a work or school account, can be extended by 30 days, and can't publish an agent. Production use runs on Copilot Credit packs ($200 a month for 25,000 credits), pay-as-you-go billing through Azure, or Microsoft 365 Copilot licenses ($30 per user per month) for employee-facing agents. FlowRunner has a permanent Free plan with 100 executions a month, every integration, AI agents on your own keys, and human-in-the-loop, and it accepts any real email address.

How are Copilot Studio credits charged?

Copilot Studio charges Copilot Credits per event, at different rates: 1 credit for a classic answer, 2 for a generative answer, 5 for an agent action, 10 for tenant graph grounding, 13 per 100 agent flow actions, and 10 per 1,000 tokens on reasoning models. A pack of 25,000 credits is $200 a month, so one credit is $0.008 at that price. FlowRunner counts one execution per complete run, however many steps or tool calls it makes, and your model tokens are billed by your own provider.

Does Copilot Studio have human-in-the-loop?

Yes. Agent flows can use the Human in the loop connector, which has two actions: Request for information and Run a multistage approval, both in preview. Assignees are named by email address, UPN, or Entra ID user id, and the request arrives in Outlook as an actionable email. Guest users have to open the Power Automate portal to respond. In FlowRunner, an AI agent calls an approval flow as a tool, the flow asks the person by email, Slack, WhatsApp, phone, or a Form, and the run waits for the answer, on every plan.

Can I use my own AI model or API key with Copilot Studio?

Copilot Studio bills model use in Copilot Credits, and models you bring through Azure Foundry are billed separately on Azure. FlowRunner is built on bring-your-own-key: you pick a model from Anthropic, OpenAI, Google, or another supported provider, add your own key, and pay the provider directly. FlowRunner adds no markup on any provider and has no AI meter of its own.

Is Copilot Studio HIPAA compliant?

Copilot Studio is covered under Microsoft's HIPAA BAA and is SOC audited, and it is in FedRAMP High and DoD IL2 scope in Azure public cloud and IL4 in Azure Government. FlowRunner offers audit trails and RBAC on Professional at $299 a month, and a HIPAA Business Associate Agreement on Business at $999 a month, without tying your agents to a Microsoft tenant. If you need a US government cloud, Copilot Studio fits that requirement.

Does FlowRunner work with Microsoft 365?

Yes. FlowRunner's catalog includes Microsoft Teams, Outlook, SharePoint, OneDrive, Excel, and Dynamics 365, and the Azure OpenAI and Azure AI Foundry integrations connect with your own keys. Every integration is on every plan, including Free.

Can I move a Copilot Studio agent to FlowRunner?

Yes. Export the agent in a custom unmanaged solution, or clone it as YAML with the Copilot Studio extension for VS Code, then let FlowRunner Prompt to Flow read the files and build the same agent as a FlowRunner flow. You reconnect accounts, add your model key, and load the knowledge documents. Follow How to move from Copilot Studio to FlowRunner.

I like that aspect of the human in the loop when it's needed. That's ultimately what we need to get to.
